SC_ResyncPatientTransactions causes invalid credit

Reported Issue: SC_ResyncPatientTransactions causes invalid credit Tier II Investigation Notes: Example #1: SF Case: 137634 OrgID: 200318 Domain: @intoeyes Patient: PT35997 This has been reported a few times, but I've never been able to reproduce it. This patient has an unapplied balance of ($110) that was the original reason for the case. However after attempting to correct by voiding another transaction, a resync was done to test. Afterwards the insurance balance changed from $0.00 to ($5,209.89). Example #2 SF Case: 140083 OrgID: 200318 Domain: @intoeyes Patient: PT60444 A case was submitted for an invalid unapplied payment balance. While working on the data mitigation in hotfix, a resync occurred and the insurance credit changed from a $0.00 balance to ($5,700.11). The transaction ledger is showing these for 06/08/2022 while the mitigations I was working on were made 6/10/22. Example #3 SF Case: 106209 OrgID: 200297 Domain: @ece Patient: PT11565 The case submitted was for another issue, however when investigating the support command sc_ResyncPatientTransactions was ran which changed the insurance balance from $0.00 to ($1,402.07). Of which none is reported from any invoice on the ledger, just the summary.
